高上凯，1970 年毕业于清华大学电机系，1982 年在该系获生物医学工程专业硕士学位。主要的研究方向是神经工程学，特别是脑 - 机接口。目前是 IEEE 和美国医学与生物工程院（AIMBE）会士。同时，还担任《IEEE Transactions on Biomedical Engineering》, 《Journal of Neural Engineering》，《Physiological Measurement》, 《IEEE Transactions on Neural System and Rehabilitation Engineering》等学术期刊编委。
